For those lots abutted by a public sidewalk, the owner, occupants, or person in charge of each lot or part of lot must remove all snow and ice no later than twenty-four (24) hours after the snow and ice cease to accumulate and, if necessary, spread sand, salt, ashes, or other material on the sidewalk to keep it clear and prevent it from being or becoming slippery. Any person violating this ordinance will, in addition to being subject to citation and forfeiture, be primarily liable for any damage resulting from the failure to properly maintain the sidewalk in safe condition. Forfeitures for failure to clear the sidewalk are $25 (first offense), $50 (second offense), $75 (third offense), $100 (fourth offense) and $25 per each subsequent offense. For sidewalks which remain snow covered, the Department of Public Works will clear the sidewalk, and the expenses will be billed to the owner of record for each lot.
Public Works staff will begin clearing snow from sidewalks fronting city facilities and parks within 24 hours from the end of the snow event. For snow events that occur from Friday at 3:30 p.m. to Sunday at 7:00 a.m., staff will clear all areas of responsibility for accumulations greater than 1”. For accumulations less than 1", staff will clear sidewalks the following Monday. City Hall, Library, and Senior/Community Center sidewalks will be cleared for scheduled functions and events, including weekend events.
